Data Description null_data_indicator indicates whether data at a Level 3 grid cell location is null. This flag is set to 0 if the Data Exists Flag (bit 0) is set to 0 in grid_cell_quality_flag. This flag is set to 1 otherwise. A value of 0 indicates that the data is usable. A value of 1 indicates that the data is null and should not be used.

The meaning is reversed from asc_wvc_count, des_wvc_count

asc_wvc_count: distinguishes NULL values from zero value of wind speed in the ascending pass data. If asc_wvc_count is 0 in a given cell, wind retrieval did not take, and wind speed values are NULL in that cell. If asc_wvc_count is 1, wind retrieval occurred, and a 0 value of wind speed indicates a measurement of 0 m/s.

Data Description rain_flag indicates whether rain was detected at a Level 3 grid cell location. This flag is set to 0 if the Rain Flag Usable (bit 3) and the Rain Flag (bit 4) are set to 0 in grid_cell_quality_flag. This flag is set to 1 otherwise asc_rain_flag: indicates whether or not the rain flag algorithm detected the presence of rain in an ascending pass wind vector cell.
